| | | The agreement between:
-Rotterdam Port Authority
-Harbour Police
-K.R.V.E. (Royal Boatmen’s Association Eendracht)
When it is a question of an increased safety level, it is for the Port Security Officer (harbourmaster) necessary to know exactly what takes place in the area concerned, taking into account the possibilities of the PSO and his organization. The Port Authority, if the necessity occurs, has the disposal of additional capacity to observe more closely and to agree upon the fact how to report to the PSO or his organization.
Some of the tasks are:
-Providing additional (visual) information and identifying not-labelled traffic for the support of the Vessel Traffic System operator. This can happen both as from the shore and as from a boatmen’s launch.
-Acting as harbourmaster patrol vessel. This commitment happens exclusively when an authority of the PSO is on board the boatmen’s launch. It concerns assisting at physical controls by means of the use of these boatmen’s launches and observers. This assistance is provided to RPA (Rotterdam Port Authority) vessels or Harbour Police vessels.
The KRVE (boatmen’s association) will only make use of men who has followed the so called “awarness” training and who are in the possession of the declaration of good behaviour.
There has also been agreed to train the procedures on a regular basis, this offers at the same time the possibility to get to know each other and the organisations more closely. This can be very useful for the mutual cooperation.
On 18 March 2009 this agreement between parties is signed
